Los Angeles Bicycle Plan (1996/2002)Transportation Element of General Plan
The existing Bicycle Plan--developed in 1996 and updated in 2002--consists of policies and projects approved by the City Council to improve the conditions for bicycling in Los Angeles. The current Bicycle Plan Update will maintain some of the policy and project recommendations, but will also provide new ones that will supercede the 1996/2002 plan.

The LA River Revitalization Master Plan (LARRMP) provides a new vision for the LA River that includes a continuous bicycle path along the 32 miles of river within the City that will eventually connect to the existing path and extend 51 miles from the West San Fernando Valley to Long Beach. The plan also includes recommendations for unique roadway and development guidelines within the River Zone or RIO (River Improvement Overlay). The recommendations in the City of Los Angeles Bicycle Plan Update will be consistent with the LARRMP.

Metro plays a key role in funding bicycle transportation projects in Los Angeles County. The Bicycle Transportation Strategic Plan (BTSP) outlines Metro's priorities for bikeway funding. These include bicycle access to transit and closing gaps in the regional bikeway network. The regional priorities and recommendations from the BTSP will be considered in the City of Los Angeles Bicycle Plan Update.

The Enhanced Public Outreach Project (EPOP) focused on gathering public input in advance of the BTSP from the cycling community--particularly those in low-income communities who would be less likely to participate in traditional public meetings. Much of this outreach was conducted within the City of Los Angeles. The findings from this report will be considered in the development of the City of Los Angeles Bicycle Plan Update
